What is E-government?

Accordingg to the Minister of State Apparatus Empowerment and Bureaucratic Reform Yuddy Chrisnandi, e-government is a government that integrates information services with sophisticated IT (Information Technology) device systems and aims to facilitate the public to obtain, process, and conduct information dissemination. 

In essence, according to Yuddy, this E-Government must mean how the government can communicate and how the government can facilitate all matters of public services so that the public can be free and comfortable when accessing all types of services provided by the government.

This electronic form of government can be very efficient and effective in all government affairs. As a form of democratic state, this electronic government also offers an open and transparent form of government from the administrators to the people. This government model itself can be Government-to-Citizen or Government-to-Customer (G2C), Government-to-Business (G2B) and Government-to-Government (G2G). 

With this wide enough network e-government is expected to be able to improve and maximize public services with a sense of comfort and qualified accessibility.

Benefits of E-Government?

As explained earlier that many benefits can be obtained from this electronic concept of government. In more detail, this e-government will provide benefits such as the following:

In terms of effectiveness and efficiency performance, E-Government is able to improve the quality of government services to the public.

Creating Good Governance through transparent and open government programs with a control and accountability system of governance.

Save costs such as administrative costs, relations, interactions and other costs. With E-Government, the government can obtain new sources of revenue through its interactions with certain parties.

The creation of fast and accurate communication about various problems faced by the community from the most actual changes.The community will be more empowered and the process of democracy is fair and equitable.

E-Government Plans and Targets

The E-Government Program which is a collaboration between the Ministry of State Apparatus and the Ministry of Communication and Information is targeted to be implemented in 2019 at the Regency / City level. In the program, the government itself divides it into five stages, each of which is given a one-year deadline. The first stage is to create and uniform folders that will be used as a basis for making web of each government agency.

In the second stage, the integration process was carried out in each ministry and institution. The third stage, it is targeted that the government can already conduct a trial integration of the E-Government system. In the fourth stage, the cyber security has been improved after 50 percent of # website integrated and increased its cyber security. And in the last stage, the government targets that 90 percent of all government agencies' electronic networks are integrated.

E-Government Constraints

This E-Government Program apparently has obstacles to be implemented in Indonesia. One of them is the lack of availability of telecommunications infrastructure. Another obstacle faced is the high cost of using telecommunications services. The next obstacle is the problem of HR (Human Resources) which there are still many who cannot use the #internet facility.

With these various obstacles, it should work harder to realize e-government. Establishing cooperation with several countries above may be an attempt to overcome obstacles. As a wagra, I can only hope that this e-government will be able to create a good government that is able to improve the welfare of its people.
